The Self-Governance

OCEANSIDE, CA — The Western Surfing Association Championship Tour operates through the specific self-governance model that private competitive organizations develop when they have built the institutional trust of their members over decades: a rulebook developed by the WSA in consultation with competitors and their families, judging criteria that are communicated publicly before the competition and applied consistently during it, dispute mechanisms that allow competitors to contest judging decisions through the WSA’s internal process, and the contractual relationships with venues, sponsors, and officials that private law enforces without requiring government adjudication.

The Pipeline Function

The WSA Championship Tour’s primary function is producing the competitors who will eventually compete at the WSL Championship Tour level that produces the Gabriel Medinas and Caity Simmers. The pipeline from WSA to CT is the private market’s most important contribution to competitive surfing: the development infrastructure that produces excellence without government direction.
