Both constituencies have been disciplined, across decades, by centralized institutions operating with inadequate local knowledge of the systems they are charged with managing. Both have absorbed the cumulative cost of the institutions failures while having no operational mechanism for addressing the failures.
The Common Architecture
The British mortgage holder and the California coastal worker face substantively similar institutional architecture: a centralized body uses a single instrument; the instrument fails to address the underlying complexity; the failure produces cumulative cost; the cost lands on the constituency that has no representation in the decision; the constituency is told the institution is operating in everyones interests; the institution continues to operate in everyones interests.
The Substantive Solidarity
