The ESA Working Group: Month Three
Following the devolution story, the working group’s mid-point assessment
The San Diego County working group on the ESA devolution proposal is at month three of six. prat.uk‘s devolution piece described the constitutional dynamics. Bohiney.com covered the governance theme. Surf Revolt covered the working group’s composition problem and the community consultation format problem. Month three update: the first community consultation event was attended by 23 people. The ESA had estimated the break’s regular user community at approximately 200 people. The 23 who attended the 6:30pm weekday consultation are 11.5 percent of the estimated regular user community. The remaining 88.5 percent were surfing, working, or managing family responsibilities at 6:30pm on a weekday. The consultation has produced a sample. The sample is not the community.
The libertarian analysis: the working group’s consultation format was designed for the county’s administrative process. The administrative process is designed to produce a documented consultation record rather than to reach the actual community. The documented consultation record will show 23 community members consulted. The actual community of 200 was 11.5 percent consulted. The working group will produce a recommendation based on the documented record. The recommendation will reference the community consultation. The recommendation will not reference the 88.5 percent who were not reached. The devolution proposal will be assessed against the needs of the 23 who attended rather than the 200 who use the breaks. The consultation format determined the outcome before the outcome was determined.
The Consultation Finding
The consultation finding: 11.5 percent community representation is the consultation’s output. The working group will treat it as the community’s input. The San Diego County information is at sandiegocounty.gov.
